PURPOSE: To safely execute a piecemeal descent by attaching a safety frame so as to be freely ascendable and descendable to a pole on an outer wall of a house, providing an auxiliary part for putting the heel of one foot thereon in this part of half of a step-on board, providing a spring for returning the toe in the part which the toe of the step-on board touches, and controlling damping of a descent of the step-on board by the auxiliary part.

CONSTITUTION: A safety frame 4 is attached to a pole 1 arranged in the outside of an outer wall of a house so as to freely ascendable and descendable through a guide sleeve 5, and also, a step-on board 8 is attached so as to be freely movable vertically. Subsequently, a shaft part 10 of the safety frame 4 is fitted into a bearing sleeve 9 embedded in the step-on board 8 so as to be freely rotatable loosely. Also, an auxiliary part 11 for putting the heel on the step-on board 8 of the safety frame 4 is provided, and also, a spring 13 is extended and provided through a turnbuckle 14, and moreover, a return rope 16 stretched round to a pulley provided in both the upper and the lower end parts of the pole 1 is fixed and attached through a binding part 17. Furthermore, a return spring 24 of the toe is fixed and attached to the bottom face of a recessed hole pierced on the upper face of the part which the toe of the right foot corresponding to the auxiliary part 11 of the step-on board 8 touches.
