To prevent a boiler tube from high temperature corrosion due to chlorine and also increase the power generation amount by superheating high pressure medium temperature saturated steam from a boiler of a refuse incinerator by a regenerative independent superheater, the temperature of which is raised by a heat reservoir where heat is stored by combustion gas of iron-manufacturing surplus gas recovery from a blast furnace, and then supplying the same to a turbine.

High pressure-medium temperature steam generated by a boiler 1 of a refuse incinerator is superheated by an independent superheater 2, and the generated steam is introduced to a steam turbine power generator 3 to be provided for power generation. After it is worked, the steam is returned through a steam condenser 4, a deaerator 5 and a feed water pump 6 to the boiler 1 of the refuse incinerator. The independent superheater 2 is formed by disposing plural pairs of regenerative switching type combustion burners in an enclosure, and each burner is formed by an inner pipe to which combustion gas is supplied at the time of combustion and which serves as a piping for exhaust during non-combustion, and an outer pipe serving as a piping for supplying combustion air. In this case, the inner and outer pipes are respectively provided with a porous heat reservoir to store heat of combustion gas of iron-manufacturing surplus gas from a blast furnace and use the same for superheating the steam from the boiler 1.
