The inclination angle of a refuse detecting flapper 16 disposed over refuse feeding screws 12 for supplying refuse to the fluidized bed type refuse incinerator 1 is detected. The detection angle is input into a controller 6, which detects the number of times when the detection angle of the flapper exceeds a given angle, and rates of change in and moving averages of the detection angle, then computes an appropriate refuse supply quantity and secondary air supply quantity by fuzzy computation with each detection value as an input, and controls the refuse supply quantity according to the output values and supplies the secondary air quantity corresponding to the refuse supply quantity to the incinerator.
