To make the subject waste foam plastic into a gelatinous material easy to be subjected to postprocess without requiring large-scale facilities, by impregnating and dissolving a waste styrene-based foam plastic in a noncombustible organic solvent high in specific gravity and low in solubility.
A water liquid layer 8 is retained by depth (t) on the bottom of a closed container 3 and a waste styrene-based foam plastic is thrown in the container. A noncombustible organic solvent 9 high in specific gravity and low in solubility in a different pressure container is sent through a pipe 5 into the container 3 by air pressure. The water layer 8 is put in a space 12 at height H below a cover 2 according to the rise of the liquid level of a solvent 9. The foam waste plastic is closed and stopped by a permeable net 11a, impregnated with the solvent 9 and dissolved in the solvent. Secondary pollution by a solvent will not occur and the solvent is readily recovered.
