PROBLEM TO BE SOLVED: To provide a regional information management system capable of outputting by voice by a user device installed in a specific area.SOLUTION: A regional information management system is comprised of: a user device 10 that is separately installed in facilities 3 of a plurality of users; and a regional information management device 20 that is connected to the plurality of user devices 10 via an information communication network 2; wherein the regional information management device 20 identifies the user device 10 installed at an address associated with voice information and transmits the voice information to a destination of the user device 10 via the information communication network 2; and the user device 10 transmits user address information accepted by an input receiving unit 12 to the destination of the regional information management device 20 via the information communication network 2; and outputs the voice information received via the information communication network 2 from the regional information management device 20 as sound in the facility 3 by the audio output unit 11.SELECTED DRAWING: Figure 1
