PURPOSE: To fix a binding metal fixture to a crossing part of reinforcing bars by vertically movably inserting a movable piece into a guide shaft, mounting the binding metal fixture on the steel bar crossing part, placing a binder on the crossing part from above the binding metal fixture and pressing the handle part downward.

CONSTITUTION: A pair of base plates 2, provided with a plurality of guide grooves 5 in right/left and a hook groove 6 in the lower end center, are connected by an upper surface plate 3, and a movable piece 12 is vertically movably inserted into a guide shaft 10 fixed between a lower part plate 7 and the upper surface plate 3. A handle part 14, inserted in through holes 9 of the upper surface plate 3 and provided above a main unit 1, and the movable piece 12 are connected by a pair of connecting shafts 15, and hook pins 20, provided with pressing pieces 18 mounted possible to advance/retract opposing the point end to the hook groove 6, are provided below the main unit 1. A rear end of an operating plate 21, pivotally rotatably supported to the base plate 2 by a supporting shaft 23, and a bolt 27, connecting a long plate 25 to the movable piece 12 by pivotally mounting one end of the long plate 25, are vertically movably engaged with the guide groove 5.
