Abstract:

To reduce a load at an issuer side by smoothly executing the reissuing process of a card, and to improve the convenience of a card user.

An IC card data management center (3) for integrating at least information necessary for card issue into a database for unitary management accepts a reissue request from a card issuer(2-1 to 2-n), and updates the database of personal information, card life cycle, and succession information according to the change of an old card to a new card, and acquires data necessary for the card issue from the database, and generates and writes the IC card data.
