The means 00008 of the control part A00001 collates the names of users who are permitted to perform a prescribed operation with passwords in a list which is held in the program change authenticating information holding means 02004 of a shared memory 02000 and the maintenance terminal 05000 transmits authenticating information of the transmitted new program in the case the operation is possible. The means 00008 compares authenticating information of the received new program with information obtained from the received new program and recognized it.
