A work station 4 connected to a man-machine system LAN 1 connected to a central processor 3 and terminal facilities 5 connected to a communication control system LAN 2, connected to the central processor 3, through a public telephone line download programs which are already revised to the opposite sides through a router 8 which connects the man-machine system LAN 1 and communication control system LAN 2.
