To provide an emergency report device for reporting abnormal conditions of a monitoring object to a center device, which detects movement to any other position from an installation position, takes measures to disable analysis of a program in which a report procedure is indicated.

An installation position storage unit 3 stores an installation position of an emergency report device 1. When the power supply of the emergency report device 1 is turned off, and then turned on again, a positioning unit 5 positions the whereabouts, and a position comparing unit 6 compares the whereabouts positioned by the positioning unit 5 with the installation position stored in the installation position storage unit 3. When both do not agree, a control unit 2 erases the program which is stored in a program storage unit 4 and indicates a report procedure.
