A peripheral surface of raw wires forming a core 1a and side wires 1b of a twisted steel wire is formed with zinc films 17, 18 by zinc plating or aluminum zinc plating over the entire peripheral surface, and this steel wire is twisted followed by blueing so as to form a twisted steel wire. Side wires 1b of the twisted steel wire are temporarily untwisted from the periphery of the core 1a so as to form a resin film 19, and the untwisted side wires are twisted again in the periphery of the core 1a, so as to form a resin film 19 in the outer peripheral surface of the core 1a and the side wires 1b of the twisted steel wire. Even if the resin film 19 is damaged, corrosion of the twisted steel wire is prevented from corrosion by the electrochemical protecting action until zinc or aluminum zinc is consumed.
