A cloud cooperation management device 1 of a cloud A transmits the upper system of a resource control target to a cloud cooperation management device 1 of a cloud B, and instructs a virtualization device 5 inside its own cloud about the stop or the start of the virtual machine constituting the upper system according to a resource control source procedure indicated by the upper system procedure data corresponding to the upper system. The cloud cooperation management device 1 of the cloud B instructs a virtualization device 5 inside its own cloud about the start of the virtual machine constituting the upper system according to a resource control destination procedure indicated by the upper system procedure data corresponding to the upper system of the resource control target received from the cloud A and stored.
