This restraint device, having at least a sheet of base side plate 22 supported to a base structure 3, at least a sheet of foundation side plate 24 overlapped with the foundation side plate 22 also supported to a construction 5 relatively movable on the base structure 3, actuator 27 pressing the foundation side plate 22 and the building side plate 24 in an adhesive condition, and a pressurizing part 29 controlling action of the actuator 27, prevents horizontal displacement of a construction 5 by friction force acting between the foundation side plate 22 and the building side plate 24.
