A paper reversing device includes: a carry-in path Ra for conveying paper P with its tip as a head in a carry-in direction Da1 and also conveying it with its first side edge as the head in a delivering direction Da2; a reversing path Rb for conveying the paper P from the carry-in path Ra in a reversing direction Db and replacing the first side edge of the paper with the second side edge of the paper; and a carry-out path Rc for conveying the paper P from the reversing path Rb in a receiving direction Dc1 and also conveying it with its tip as the head in a carry-out direction Dc2. A carry-in conveying part 300 for conveying the paper P in the carry-in direction Da1 and an upstream side reversing conveying part 400A for conveying it in the delivering direction Da2 are provided in the carry-in path Ra. The carry-in conveying part 300 stops the paper P in the carry-in path Ra so that the tip of the paper P can be superposed on a conveyance reference line Lb in the reversing direction.
