PURPOSE: To make it possible to simply observe system constitution to be raised by reading out an ID card, to enable a third person to utilize necessary information written in the ID card and to allow other terminals to use the information.

CONSTITUTION: In a terminal whose power supply is turned on, a loader program 2 in a disk starts to operate at first to read out data 1a to be the contents of a parameter file written in the ID card 1. Various programs for driving various additional mechanisms, e.g. an ID card reading/writing program 3 and additional mechanism programs a4, b5, c6, are included in the disk of the terminal. The loader program 2 reading out the data 1a to be the contents of the parameter file develops respective programs 3, a4, c6 based upon the information of the data 1a and raises the terminal.
