A travel information analysis unit SA1 comprises: a storage section 300 for storing reference travel data to be a reference for a plurality of roads to acquire travel information, the travel information, the image data and the positional information; a comparison section 301 for comparing the travel information, the image data and the positional information with the reference travel data; and a determination section 302 for determining the presence of a change in the road corresponding to the reference travel data in a case where a predetermined difference is detected.
