PURPOSE: To heighten bonding strength by a method wherein an elastic layer is bonded by fixing to a flat plate to which a plurality of projections are provided to its side contacting the ground.

CONSTITUTION: A flat plate 1 having a plurality of projections 3 is formed by punching a steel plate with a press. Then, the flat plate 1 and an elastic layer 4 are fixed and bonded together, and a road surface paving material is formed. In constructing the road surface, cement mortar is poured over the foundation and after the mortas is leveled, the road paving material is laid with its projections 3 facing downward.
