To provide a road-vehicle communication system which is improved in data transfer rate and uniformity to mobile devices, where the communication system enables a base station device installed on a road and mobile devices mounted on vehicles to communicate with each other.
Application data directed to a mobile device in a road-vehicle communication system are divided into parts small enough in size so as to be stored in a message data slot by the splitting means 121 of a base station device, an empty one out of message data slots each constituting a communication frame is used to store data directed to the same mobile device 200, data are distributed by a distributing means 122 in accordance with the number of message data slots each constituting the single communication frame, and data directed to the mobile devices are multiplexed by a multiplexer.
