PURPOSE: To reduce the site area for equipments and an investment, and to improve the consumption units of rolls by providing plural calibers on the horizontal rolls of a horizontal mill, and carrying out both of a horizontal rolling and a finish universal rolling.

CONSTITUTION: A caliber 3 for an edging rolling, by which the flange width of a H-shape steel is rolled, and a universal caliber 4 by which the finish rolling of the H-shape steel is performed, are provided on upper and lower horizontal rolls 1 and 2 of a horizontal mill. The universal caliber 4 for the finish rolling consists of upper and lower horizontal rolls calibers free from a taper angle and a vertical roll 6 built in two beams 5, which is arranged closely to the upper and the lower horizontal rolls calibers. For rolling, a rough universal rolling by which the web and the flange of the H-shape steel are rolled and the edger rolling of a flange width part are performed until before a final pass. And, before the final pass, E-mill is shifted so that the universal caliber 4 for the finish rolling becomes a pass line center, and a final finish rolling is performed.
