PURPOSE: To enclose a hand vowel in a bag while controlling its posture without using a wide film by gradually increasing a downstream distance between a belt conveyer having a rough surface for moving a rolling means of a towel rolling and wrapping apparatus horizontally and a roll-up guide plate having a rough surface oppositely placed above the conveyer along a moving direction.

CONSTITUTION: A surface (transporting face) of a belt conveyer 2 is formed of numerous protrusions and recesses to make a rough surface, and a lead roller 4 and a guide 5 for collecting a flat hand towel 3 are brought into slight contact with the surface. A roll-up guide plate 6 is extended from its end along a moving direction of the towel 3. A face opposite to the transporting face is also formed of a rough surface, and their distance is gradually increased in a downstream direction as a roll diameter of the towel 3 increases. A bag forming means 7 is formed on a lower part of the downstream end, rolled resin films 10, 10 are extended, and when the towel 3 is put in, both right and left ends are heat-welded. The towel 3 can be smoothly rolled up while the roll diameter and the distance coincide with each other.
