To provide a rope traveling tool enabling the travel along a rope bent by hooking a string at the middle of the rope and provide a movable tethering device using the tool.

The movable tethering device is provided with a rope 4 and a rope traveling tool 5 traveling along the rope, the rope traveling tool is provided with a pair of upper and lower pulleys 1a, 1b and a frame 2 rotatably supporting the pulleys, the upper and lower pulleys are sucked with each other at the outer circumferential edges by magnetic force, the rope 4 is passed between the upper and lower pulleys, a tethering string engaging part 8 to fix an end of a tethering string 7 for a dog 6 is placed at the lower part of the frame, and the part between the shaft 3a and the shaft 3b of the upper and lower pulleys at one side face of the pulleys is opened.
