To enhance convenience in handling, separately select materials of a housing and a case, enable an inexpensive material to be used, and attain cost reduction by forming a housing part integrally with a terminal conductor connection portion and separating inside and outside cases.

Housings 11 and 21 in which a terminal conductor connection portion 5 and a terminal conductor 6 are stored are formed respectively integrally by molding, and the housings 11 and 21 are incorporated into an inside case 1 and an outside case 2. The inside case 1 and the outside case 2 are combined relatively rotatably, a flat cable wound in spiral shape is stored in a space 3 formed both cases, and a terminal conductor connection portion 5 is inserted into the housings. Thereby, positioning between the housings and the terminal conductor 6 is eliminated, and play of the housings and the terminal conductor 6 is eliminated, making it possible to use inexpensive material and reduce manufacturing cost.
