A pair of magnets 35a and 35b are disposed at positions facing each other at a same distance from a shaft 33 (a rotation center) provided on a base body 32, and a pair of magnets 42a and 42b are disposed at positions facing each other at a same distance from a tubular body 40 (a rotation center) provided in a rotor 38 rotatable to the base body 32. The magnetic pole of the magnet 35a and the magnet 35b in the side of the rotor 38 and the magnetic pole of the magnet 42a and the magnet 42b in the side of the base body 32 are mutually different and attracted to each other, so that the base body 32 and the rotor 38 are in a stable state. In use, force is applied to the rotor 38 to rotate the rotor 38 against the stable state. Then, the rotor 38 is biased by the operation between the magnet 35 and the magnet 42 to return to its original position, so that, when the applied force is removed, it is driven toward the stable state.
