This rotating elbow comprises a tubular elbow body 10 whose inflow side and outflow side are crossed with each other at a fixed angle, a tubular hose connecting part 11 connected to the inflow side of the elbow body 10, and a flow rate adjusting mechanism 13 disposed in the hose connecting part 11 or the elbow body 10 and retaining the flow rate of a secondary side approximately constant irrelevant to the pressure fluctuation in the primary side. The outflow side of the elbow body 10 is connected to a nozzle 3 with an opening/closing mechanism 3a and the inflow side of the hose connecting part 11 is connected to the tip part of a shape retaining hose 2. Alternatively, the elbow body 10 and the hose connecting part 11 are rotatably connected to a rotation type connecting mechanism 12.
