PROBLEM TO BE SOLVED: To accurately control a rotational frequency of a mill classifier to improve boiler efficiency.SOLUTION: A rotational frequency controller 20 of a mill classifier 24 applied to a coal-burning boiler 1 includes: a furnace heat absorption amount calculation unit 11 configured to calculate a furnace heat absorption amount of the coal-burning boiler 1; a fuel ratio calculation unit 12 configured to calculate a representative fuel ratio in reference to a first fuel ratio calculated based on the furnace heat absorption amount and a second fuel ratio calculated based on a NOx value measured at a furnace outlet of the coal-burning boiler 1; and a rotational frequency setting unit 13 configured to set a rotational frequency of the mill classifier 24 based on the representative fuel ratio.SELECTED DRAWING: Figure 4
