A movable cutting unit P1 for changing a punching position to an electromagnetic steel plate S1 forms respective inner units (111, 121) of a pair of first and second core sheets 11, 12, and a fixed cutting unit P2 for fixing the punching position forms respective outer units (112, 122), thus blanking and forming a plurality of pairs of first and second core sheets 11, 12 having different intervals (D11 to 13, D21 to 23), the plurality of first core sheets 11 are correlated with a plurality of second core sheets 12 for stacking, a first core block and a second core block including slanting-side faces are formed, and the rotor core is formed from the first core block and the second core block.
