PROBLEM TO BE SOLVED: To achieve high efficiency of data repeating in multi-hop transfer.SOLUTION: A route determination device 102, determining, by a multi-hop transfer, a communication path of data ranging from a plurality of communication instruments 101 of transmission sources to a communication instrument 101C of a data transfer destination through the relaying communication instrument 101, includes: a collection unit which collects communication information of communication paths and transmission start time of data transmitted by the plurality of communication instruments 101 of transmission sources; a control unit which determines concentration on a specific repeating communication instrument from a plurality of data with the same transmission start time and the corresponding communication paths and determines a new communication path for avoiding the concentration; and a setting unit which sets the new communication path to the communication instrument of the transmission source.SELECTED DRAWING: Figure 1
