To provide a route management system, etc., enabling effective crowd guidance. The route management system is provided with: a specification unit for specifying candidates for a main route used when a crowd is moving, and candidates for an auxiliary route relating to the main route; a possibility derivation unit for deriving the possibility of the crowd proceeding onto a route different from a main route; and a selection unit for selecting a route used by the crowd from among the candidates for a main route, on the basis of the main routes, the auxiliary routes, and the possibility.
