PURPOSE: To provide the titled compsn. which hardly causes wiper chattering and is useful for a wiper blade, by blending a surfactant and a highly water- absorbing fibrous resin with a rubbery elastomer compsn.

CONSTITUTION: A highly water-absorbing fibrous resin (e.g. acrylamide/acrylic acid copolymer) having a fiber length of 0.3W6mm and a surfactant contg. a hydrophilic group at one terminal of the molecule and a liphophilic group at the other terminal (e.g. polyoxyethylene polyoxypropylene ether) are blended with a rubber blend compsn. obtd. by blending a vulcanizing agent, an antioxi dant, a reinforcing agent, a filler, etc., with natural or synthetic diene or olefin rubber, or a rubbery elastomer compsn. composed of a thermoplastic elastomer (e.g. styrene/diene block copolymer).
