PURPOSE: To provide a refuging apparatus which enables escaping in safety from a window of a high-storied building or the like.

CONSTITUTION: A drum for reeling to which a rescuing rope 4 having a specified tensile strength and length can be wound at a specified speed and a dynamo with a decelerator to drive the drum are arranged in a metal container. When a need arises, a part near the tip of the rescuing rope is wound on a secure support matter, and by biting the rescuing rope with a swivel 5 at the tip thereof, a refugee 1 is saddled on a safety band for hanging housed in the apparatus to tie his body at the front thereof. Then, he is bailed out from a window and begins to gradually lower by his gravity by operating a controller manually. Here, energy by lowering of the refugee is turned to a current and consumed through a resistance via the dynamo to brake. When landing on the ground a switching is made to a battery and a motor works to return the rope to the original position for re-use. A control function of required electronic circuits is incorporated.
