A housing device 4 for housing a safety rope 3 with a hook freely to be pulled/wound is fitted to a plate member 21 of a belt part 2 freely to be rotated. With this structure, a fitting port 43 of the housing device 4 is always directed in the pull-out direction of the safety rope 3 independently of the movement of the worker.
