To provide a safety confirmation distribution system and safety confirmation distribution method capable of appropriately perform safety confirmation in the case of disaster or the like depending on a situation of a user.
A safety confirmation distribution system comprises: a safety confirmation unit 11 for performing a safety confirmation request of a predetermined safety confirmation target user; a non-response user identification unit 12 for identifying a non-response user which has not responded to the safety confirmation request; a positional information acquisition unit 13 for acquiring positional information on the safety confirmation target user; and a vicinity user identification unit 15 for identifying a vicinity user existing within a range apart a predetermined distance from the non-response user. A non-response user safety confirmation request is performed by requesting the vicinity user to perform safety confirmation request of the non-response user.
