To reduce power consumption of a user terminal and a satellite in the satellite communication system.
A user terminal UT1 in an idle mode measures a reception state of cells in a cell broadcast communication channel (BCCH) in the case that no call is produced in the satellite communication system. Measurement information on the measurement is coded on a low speed control channel (SACCHup) at start of a call. The low speed control channel is related to a voice channel (TCH) for voice communication via a satellite 3a from the user terminal to a SAN 1. The power of the voice channel with respect to a call (the call is sent from the satellite to the user terminal and then sent from the user terminal to the satellite) is set based on the reported measurement information. The reported data are used to discriminate whether or not a cell or the satellite is transferred.
