A simulation system 20 is constituted of a grid producer 21, a quasi-zenithal satellite simulator 22, a RINEX data producer 31 for producing the position information and the like of a user and a standard station, and a user receiver simulator 32. The quasi-zenithal satellite simulator 22 is constituted of a receiver noise simulator 23 simulating the noise and the like of the receiver, a multi-path simulator 24 simulating the reflection and the like of satellite wave, an ionosphere grid data base 25 for maintaining the grid data of the ionosphere, a troposphere delay simulator 26 for simulating the delay due to troposphere, an orbital mechanics model 27 for estimating the error of orbit of a satellite, a clock model 28 estimating the error of a clock, and a navigation message/pseudo distance producer 29.
