To reduce deteriorated image quality by generating an interpolation scanning line signal through in-field interpolation when a detection motion vector is in motion of horizontal panning.
A motion vector detection section 1 receiving an interlace scanning image signal S1 provides an output of a motion vector signal S2 for one frame. An image pattern detection section 2 detects a longitudinal/lateral pattern area from a horizontal/vertical high frequency component of the signal S1 to provide an output of an image pattern signal S3. A parameter setting section 3 sets an inter-frame interpolation filter mixing ratio 1-K and an in-field interpolation filter mixture rate K based on the signals S2, S3 to provide a output of a signal S4. A frame interpolation filter 4 and an in-field interpolation filter 5 generate interpolation signals S5, S6 based on each pass frequency characteristic. Coefficient weight sections 6-1, 2 multiply the signals S5, S6 with ratios 1-K, K respectively, the products are added by an adder section 7, which provides an output of a signal S7. A delay section 8 is used to adjust a delay in the processing time for the processing as above to provide an output of a signal S8. A multiplexer section 9 applies half compression to the signals S7, S8 with respect to a time base and conducts time division multiplex to obtain an image signal S9.
