An operational network creation section 0112 creates unit services as the minimum units for assigning resources, a possible performance order among the unit services, and an operational network for indicating the assignment of the resources to the unit services and the assignment order from a service schedule 0121, a resource schedule 0112 for indicating the operational schedule of the resources, and a service change table 0123 for indicating service changes. A violation detection section 0113 detects an execution possibility violation from the operational network and an assignment constraint table 0125 for indicating constraints on the assignment of the resources to the unit services. An execution possible solution generating section 0114 resolves the execution possibility violation and generates the execution possible solution of the resource schedule.
