PURPOSE: To perform various forms of scrambling.

CONSTITUTION: Newspaper data are inserted to the digital data channel of a satellite and transmitted. The scrambling by using a prescribed scrambling key (part hatched with left declined lines in the figure) is performed on a market page and a local page, for instance, among the transmitted newspaper data (constituted of the data on the front page, the general page, the market page,..., the local page,..., the radio and television section for instance) and further, the scrambling by using the other scrambling key (part hatched with right declined lines in the figure) is performed to the whole.
