PURPOSE: To surely transfer the coil without loosening with the spring-back by clamping both edge parts of the coil, drawing out with the coil car and then banding at the time of drawing out the scrap coil.

CONSTITUTION: After the finish of winding up, in the state of the holder 12a, 12b of the clamping device 10 of the coil car 7a being pressed to the scrap coil 5A, the tail end of the coil is adjusted to come to the positions of the stoppers 11a, 11b of the holders 12a, 12b by only a little moving of the mandrel 4a of the tension reel 4. By rotating the pinions 13a, 13b with the driving of motor 17, pressing the stoppers 11a, 11b to both edge parts of the scrap coil 5A, the scrap coil 5A is restricted so as to be not loosened with winding back. The scrap coil 5A is clamped with the coil car 7A, by moving the coil car the scrap coil 5A is drawn out from the mandrel 4a. The scrap coil 5A is banded in the holding state with coil car 7A, and is transferred to the next process.
