To prevent impossibility or making mistake of reading by providing a mark column colored so as to be sensed by a sensor on a voting card, and by coating or adhering a peelable film by a coin, a nail or the like to the mark column.
A ground part of a mark column is colored by a readable color by an image sensor of a card reader 1 and a scratch film is coated thereon. Then, a figure of a race number, a frame number, an amount of money or the like are written by a color unread by a sensor on the scratch film. When a voting card user removes the scratch film on a desired mark column by a coin, a nail or the like, a colored part of the ground appears and the column can be marked. Therefore, a dirt by an ink or the like of a pen mark is avoided adhered to an image sensor, then, as a pen mark is avoided spread at a rear surface side so a development of a fault of a read defective or the like can be reduced.
