To provide a seal which maintains high sealing performance for a long time at a low cost even when a rotary shaft is largely eccentric, or a housing and an outer ring are largely deformed.
A fixed part 4 fixed to the housing 1 with a seal of an elastic material, a lip part 5 having a radial lip 51 contacting a rotary shaft 2 and an eccentric following part 61 constituted on a trunk part 6 between the fixed part 4 and the lip part 5 in parallel or almost parallel with the axial direction are provided. The eccentric following part 61 is made to be a thin-walled constriction shape in a sectional view between the fixed part 4 and the lip part 5 so that the lip 51 can follow up the eccentricity of the housing 1 and the rotary shaft 2 or the like.
