To provide techniques for generating retrieval information for retrieving the broadcasting day and time of a program and a specified scene in the program at high speed on the basis of characters displayed on a picture from video-recorded programs.
A retrieval information generating device 100 includes: a program information acquiring means 130 of generating new program information by adding the time when program information for publicity is acquired from a television broadcast simultaneous recording device 20 as start time of each program to the program information for publicity, and registering the resulting information in a program information DB 111; a moving picture acquiring means 150 of storing a moving picture acquired from the television broadcast simultaneous recording device 20 in the form of a file in the moving picture storage means 120; and a character detection processing means 170 of detecting a character string displayed in a still picture constituting the moving picture from a file, generating the detection time of the character string as time information synchronized with the start time of the registered program information on the basis of time information in a program wherein the character string is displayed, and registering it as retrieval information in a retrieval information DB 112 together with the detected character string.
