To provide a secret keeping envelope in which a seal opening is hardly carried out, secret information cannot be browsed and a secret state can be assured even up-to a process for disposing secret information mediums.
A rectangular envelope body comprises a base sheet forming the envelope body, an adhering layer of a solidified adhesive agent forming the inner surface of the envelope body and a water-impermeable film positioned between the base sheet and the adhering layer, and after the secret information medium is stored in the envelope body, water is poured into the inner surface of the envelope body to dissolve the adhering layer and stick the secret information medium to the inner surface of the envelope body.
