A user requests a desired date of opening or closing of a valve of a gas meter to a centralized supervisor center 1 by a telephone, a facsimile or another method. This requests designates a date, a time, a day of the week or the like, and is conducted by communicating a gas stop starting time, a gas stop ending time or the like. The center 1 loads the date of requesting by the user and automatic opening/closing information of the valve of the meter to a user's gas security board 21 in response to the desired from the user 11. The board 21 analyzes the information received by the center 1, sets the opening/closing date of the valve of the meter, and stores it. Then, when the board 21 sets the set date, the valve of the meter 26 is automatically opened or closed (if only the time is set, the corresponding time is set on every day).
