To suppress setting omission of a security policy in a system which controls security of terminals by using a set security policy.SOLUTION: Information collecting means 21 collects information related to a security incident occurring in a LAN other than a LAN to which an object terminal 50 belongs. Feature acquisition means 22 acquires a feature or a tendency of the security incident from the information collected by the information collecting means 21. History acquisition means 23 acquires a history of operations performed by the user on the object terminal.
