PURPOSE: To obtain the subject sheet capable of promoting germination while retaining water holding ability, applicable to various kinds of plant seeds, also capable of maintaining the environment before germination in an optimal state by bonding seeds covered with a specific protective layer to a sheet at intervals.

CONSTITUTION: Firstly, seeds are bonded at intervals to a sheet. Second, these seeds are provided with a slurry prepared by dissolving a water-soluble polymeric compound (e.g. starch) and plant-growing component in water. Finally, the slurry is dried to obtain the objective sheet where the plant seeds are bonded at intervals to the sheet and covered with the resulting protective layer consisting of the plant-growing component-contg. water-soluble polymeric compound. The original sheet is pref. a nonwoven fabric consisting of a partially biodegradable plastic and/or partially water-soluble plastic.
