PURPOSE: To reduce the size of a menu area to be displayed on a display screen and to easily execute the selecting operation of a processing function to be frequently used by extracting a menu item to be frequently used from the whole menu items and editing and displaying a partial menu.

CONSTITUTION: A partial menu editing processing part 13 selects a menu item most frequency used in the past from a menu table 11 on the basis of the using frequency stored in a using frequency storing part 12 and edits partial menu 20 on a partial menu editing buffer 19. A partial menu display part 14 displays the partial menu 20 edited by the buffer 19 on a display 32. In case of variable menu items which are not edited by the buffer 19, a whole menu display part 16 is started by whole menu access specification and a menu item is selected from the display of the whole menu 21.
