To apply SSI even to non-critical services.SOLUTION: A self-sovereign identity infrastructure system is provided with an attribute information management DB 20 that records user attribute information 22, a guaranteed attribute registration processing unit 30 that obtains the attribute information 22 from an attribute providing servicer 3 and records it in the attribute information management DB 20 as guaranteed attribute information 22, and a guaranteed attribute provision API 11 that obtains and outputs information relating to a user from the attribute information 22 recorded in the attribute information management DB 20. The guaranteed attribute registration processing unit 30 is provided with a guaranteed attribute provision API usage unit 31 that obtains the attribute information 22 in which an electronic signature is performed from an API provider 3a via API, and a scraping attribute guarantee unit 32 that obtains the attribute information 22 by web scraping from the page on which the attribute information 22 in the website of a non-API provider 3b is displayed, and performs electronic signatures.
