In a content circulation system 100, a content holder's server 5 sends common content information composed of encrypted contents, the contents ID, a common key (decryption key), and charge information to a terminal device A3 which a user is using. The terminal device A3 first uses a public key A which it holds to encrypt the common key (decryption key) included in the common content information to create a common encryption key. The terminal device A3 combines the common encryption key, the encrypted contents, the content ID, and the charge information to create and store A content information exclusive for the terminal device. A circulation management server 6 collects content fees from the users on the basis of use information received at predetermined timing, and pays part of the fees to the content holder.
