To provide a server capable of preventing provision of a user of a mobile station taking re-participation in a group speech with a sense of incompatibility.

A group speech server 200 for managing the group speech includes: a transmission reception section (mobile station side) 210 for receiving a departure message from a mobile station 10 taking part in the group speech; a departure message storage DB 240 for storing the departure message received by the transmission reception section (mobile station side) 210; a re-participation detection section 250 for detecting the mobile station 10 taking re-participation in the group speech; and a group speech processing section 230 for transmitting the departure message stored in the departure message storage DB 240 to the mobile station 10 detected by the re-participation detection section 250.
