To provide a server capable of facilitating a message denoting retirement from a group speech and improving the convenience of a user.

A group speech server 200 for managing the group speech includes: a transmission reception section (mobile station side) 210 for receiving a message from a mobile station 10 to which no transmission right being a right of transmitting speech data to the group speech is allocated; a retire message storage DB 240 for storing the message received by the transmission reception section (mobile station side) 210; and a transmission right acquisition section 250 and a group speech processing section 230 that acquire a transmission right in place of the mobile station 10 for transmitting the message and transmit the message stored in the retire message storage DB 240 to the group speech.
